Position Overview

We are seeking a visionary Technical Architect with a deep background in Java enterprise ecosystems and Artificial Intelligence/Machine Learning (AI/ML) architectures. In this role, you will lead the modernization of legacy public sector systems, designing scalable, secure, and intelligent solutions for State and Local Government (SLG) agencies.
You will act as the bridge between complex government business requirements and cutting-edge technology, ensuring all solutions comply with strict regulatory, security, and accessibility standards.

Key Responsibilities
Solution Architecture: Design high-performance, resilient, and scalable enterprise architectures leveraging Java (Spring Boot, Jakarta EE) and integrated AI/ML capabilities (GenAI, LLMs, NLP, predictive analytics).
Legacy Modernization: Lead the migration and modernization of monolithic state systems into microservices-based, cloud-native (AWS, Azure, or Google Cloud Platform GovCloud) architectures.
AI Integration: Implement practical AI/ML solutions, including automated document processing, citizen-facing chatbots, fraud detection, and predictive data modeling, ensuring ethical AI principles are maintained.
Technical Leadership: Guide engineering teams through technical execution, conduct code reviews, and establish best practices for CI/CD pipelines, automated testing, and secure coding.
Client Engagement: Serve as the primary technical point of contact for state stakeholders, translating complex technical architectures into clear, value-driven presentations for non-technical agency leaders.
Compliance & Security: Ensure all architectural designs strictly adhere to government standards, including NIST, IRS 1075, HIPAA, CJIS, and ADA Section 508 accessibility compliance.
Required Qualifications
Java Expert: 8+ years of experience in enterprise Java development and architecture (Java 17+, Spring Framework, Spring Boot, Hibernate).
AI/ML Integration: 3+ years of experience designing and integrating AI/ML features into applications (e.g., LangChain, OpenAI/Anthropic APIs, TensorFlow, PyTorch, or cloud-native AI services like AWS Bedrock / Azure OpenAI).
Cloud Architecture: Deep expertise in GovCloud environments (AWS GovCloud or Azure Government) utilizing containerization (Docker, Kubernetes, K8s).
Data & Integration: Strong experience with relational databases (PostgreSQL, Oracle), NoSQL databases, and enterprise integration patterns (REST APIs, Kafka, MQ).
Domain & Soft Skills
Public Sector Experience: Minimum 3 years of experience architecting solutions specifically for State and Local Government agencies (e.g., Health & Human Services, DMV, Labor, or Finance modules).
Security & Compliance: Proven track record of auditing and hardening applications to pass government security frameworks (FedRAMP, NIST 800-53).
Communication: Exceptional communication and documentation skills (Architectural Blueprints, ADRs, RFPs response contributions).
Preferred Qualifications
Active AWS Certified Solutions Architect or Microsoft Certified: Azure Solutions Architect Expert.
Experience with government procurement processes and responding to RFPs/RFIs.
Experience implementing retrieval-augmented generation (RAG) frameworks within highly secure data environments.
